JEDDAH: In Islam, men are the guardians of women. However, in Saudi society, which follows the principles of Islamic Shariah, the concept of guardianship has undergone some drastic changes. Here, at least in some cases of practical life, women have to take over guardianship of the household. In most such cases, women rise to the occasion in shouldering responsibilities when the male members of the family fail to carry out their designated responsibilities.

These women show some masculine features in this respect. They are resolute, resourceful and even magnanimous enough in shouldering such tasks. There are cases of families where women become breadwinners despite the presence of male members who sit idle without performing their responsibilities.

The tradition and customs in our society warrant the presence of a man for any activity of a woman in public life. A male legal guardian, for instance, must accompany her when she sets out for a trip or goes to meet any requirements at most government offices. She is not in the position to lease a house or get ownership of a property without the presence of a male guardian. In a nutshell, a Saudi woman's life is tied up with a man as if she could not lead a life without a male blood relative or husband. However, the current situation in practical life, where the concept of legal guardianship has undergone substantial changes, has led to a serious question that must be answered. Is the presence of a male legal guardian inevitable for women?

Arab News cites examples of several Saudi women who play the role of guardian in their households, which is comprised of healthy and young male members.

First of all, take the case of Ayesha who plays the role of both father and mother in looking after her five-member family. Ayesha's children include one son who is suffering from a mental disorder. One of her daughters is a university student who earns her own money to meet education expenses. Another daughter is semi-divorced and has to look after her six-year-old boy. Ayesha's eldest daughter is working at a hospital and drawing a monthly salary of SR2,700. That daughter shoulders the responsibility of looking after the household, while Ayesha's husband, who is healthy and capable of doing work, is sitting idle. He runs away from fulfilling his responsibility or at least share part of it. Hence, the women members are forced to carry out that task.

Ayesha takes the mantle of household affairs, despite her limitations as a woman in society. Even though she faces all the constraints, Ayesha is resolute to face the hard realities of life by taking up the responsibilities. She takes charge of all maintenance works at home and goes to government offices and shops to handle various household affairs.

Similar was the case with 28-year-old Nawal, who shouldered the responsibility of her family. She went out and performed all things at government offices that were otherwise supposed to be done by her ailing father. She traveled widely to take care of his properties, which lay in remote regions. She went out to buy her father's medicines. She did all these things at a time when her brothers either sat idle at home or went outside simply to pass time.

Her father's death did not constitute an end to Nawal's ordeal. To the opposite, it further aggravated it. She is now running to complete procedures to partition her father's estates among the heirs. She gets no help from her brothers, even though she maintains good fraternal relations with them. They are not at all bothering about such matters and are engaged in leading an idle life at the expense of their sister.

Speaking to Arab News, 29-year-old Hudail Muhammad shares bitter experiences of her life. "Since the divorce of my parents, I have lived with my mother, brother and sister. Even though I am the eldest daughter, my brother is only one year younger than me. That means he is a grown-up man who is supposed to shoulder the responsibility of taking care of the family," she said while adding that her brother was lazy and ran away from his responsibilities.

According to Hudail, her brother restricts his responsibility to claiming occasionally that one day he will be in charge of the household. "This situation has forced me to carry out all the household affairs. Most often I run to bring in an electrician or plumber whenever there is a need for repair work or maintenance of the water and electricity network. Similarly, I go out to pay all the utility bills as well as to buy food and drinks," she said.

The 33-year-old Rahaf experiences a situation similar to that of Nawal. After the death of her father, she had to nurse her sick mother in addition to looking after her three brothers, who are not lending any helping hand to her. Hence, she is forced to shoulder the entire responsibility of taking care of the family. Every now and then, Rahaf goes out by taxi to purchase essential goods, and none of her brothers are ready to accompany her, according to her.

Oxford-based Benny Wenda fears return to Indonesia, where he is wanted for promoting West Papua independence

An Interpol red notice has been issued for the arrest of the Oxford-based leader of an Asian separatist movement, triggering allegations of political abuse of the international police alert system.

Benny Wenda, 37, who has been granted asylum and has lived in the UK since 2003, fears that if he travels abroad he could be detained and returned to Indonesia, where he is a wanted man.

Wenda, head of the Free West Papua movement, claims the charges against him have been trumped up in order to silence him. Fair Trials International is supporting him and calling for greater accountability of the police notice system which, it claims, has become "a legal black hole".

It is not the first time, according to the civil liberties group, that an Interpol red notice has been issued for the arrest of a political opponent or deployed to prevent someone from travelling.

An Interpol red notice requires police forces to "seek the arrest or provisional arrest of wanted persons with a view to extradition".

Wenda, whose wife, Maria, and six children live with him in Oxford, was a tribal leader in West Papua, a province of Indonesia, which separatists say was forcibly occupied in the 1960s when the Dutch left the region.

His home village was bombed, he was injured and his relatives killed. After leaving university, he led a group which promoted West Papuan customs but had to flee on several occasions to neighbouring Papua New Guinea.

In 2002 he was arrested in West Papua and charged with inciting an attack on a police station. None of the witnesses called at his trial turned up, according to legal observers who were present. He denied participating in any attack.

Wenda was jailed but, after what he believes were several failed attempts on his life, he decided to escape. "I broke into a ventilation shaft and crawled out," Wenda, who is now a UK citizen, told the Guardian. "I crossed into Papua New Guinea and reached the UK in 2003. "[Indonesians] knew that if I was free I would promote the struggle for [independence] and tell about the suffering of my peoples. Indonesia has committed crimes. In East Timor, there were 100,000 deaths; in West Papua there have been 400,000."

Wenda, who insists he supports a peaceful transition to self-rule for his native land, had been travelling widely to gather support for his movement. "I had been at a conference in Senegal," he explained, "and when I came back I looked online and found my name and saw I had a red notice. This is Indonesia intimidating me. They are trying to limit my movement.

"No one has tried to arrest me and I've had no approach from the [UK] police. I have not travelled about since then. [Indonesia] says I'm a criminal but I'm campaigning for my people. I would like to see the red notice removed so that I can continue my campaign."

Indonesia does not have an extradition treaty with the UK. Any extradition request is unlikely to succeed, given that Wenda was granted political asylum.

Jago Russell, chief executive of Fair Trials International, said: "Of course police have to work across borders to fight crime but they should not be allowed to operate in a legal black hole. Despite the major human impact of Interpol red notices, there is no effective way to challenge cases of abuse. As a result refugees like Benny Wenda, who have travelled half way around the world to escape persecution, continue to be threatened from afar by oppressive governments."

Interpol denied that its notice system was subject to political interference. "There are safeguards in place," a spokeswoman at the organisation's headquarters in Lyon said. "The subject of a red notice can challenge it through an independent body, the Commission for the Control of Interpol's Files (CCF). It is up to Mr Wenda or his representatives to contact the CCF." If persuaded that it was not valid, the commission would remove a notice, she added.

A spokesman for the Indonesian embassy in London said: "Mr Wenda should answer to the crimes that he has committed in a free and independent court in Indonesia. Then he can prove whether or not he is guilty."

The Indonesian government accuses Wenda of being part of the Free Papua Movement (Organisasi Papua Merdeka – OPM), which it claims is "a clandestine organisation dedicated to secede from Indonesia using any means available to them including killings of innocent civilians and destruction of private properties".

Mudahnya Menjadi TKI Legal

Ingin memperoleh upah tinggi, namun menempuh jalan instan dengan menabrak prosedur baku yang berlaku. Niscaya bukan rezeki yang didapatkan, tetapi malapetaka siap menghadang.

Simak saja, bagaimana nasib beberapa Tenaga Kerja Indonesia (TKI) ilegal yang bekerja di Malaysia atau Arab Saudi. Mereka tak hanya ditangkap, diperas uangnya, bahkan juga terancam hukuman berat tanpa mendapatkan bantuan dan perlindungan hukum sebagaimana mestinya.

Masalahnya mengapa para calon pekerja ini nekat mengambil jalur ilegal, ketimbang legal dan prosedural? Salah satu alasan yang sering muncul adalah birokrasi yang rumit, yang menjadikan TKI legal bisa jadi sangat mahal dan rumit.

Ada beberapa persyaratan yang harus dipenuhi untuk menjadi TKI legal antara lain, dikirim melalui agen resmi yang membantunya membuat paspor dan visa, memperoleh surat keterangan kesehatan, memiliki keterampilan dan kemampuan bahasa, serta membayar asuransi dan kewajiban lainnya.

Namun masalah mulai muncul saat agen TKI mengontrol hampir seluruh proses awal, mulai dari rekrutmen, paspor dan aplikasi visa, pelatihan, transit, dan penempatan TKI. Banyak TKI yang baru pertama kali ke luar negeri, direkrut makelar yang datang ke desanya, dengan janji upah tertentu, pilihan pekerjaan yang banyak, dan menawarkan bantuan kemudahan proses.

Rendahnya pendidikan calon TKI mengakibatkan mereka mudah ditipu. Mereka tidak memahami aturan dan persyaratan untuk bekerja di luar negeri. Identitas palsu menjadi hal yang lumrah. Banyak calon berusia terlalu muda, namun demi kelancaran proses, usia di dokumen dipalsukan. Pemalsuan tidak hanya usia, tetapi juga nama dan alamat. Dari sini persoalan mulai muncul.

Banyaknya masalah yang dihadapi para TKI ilegal mendorong Pemerintah lewat Instruksi Presiden (Inpres) No 14 tahun 2011 tentang Percepatan Pelaksanaan Prioritas Pembangunan Nasional 2011, memerintahkan Badan Nasional Penempatan dan Perlindungan Tenaga Kerja Indonesia (BNP2TKI) agar menghapus keberadaan TKI ilegal hingga 100 persen.

Tak hanya perbaikan sistem pelayanan, langkah sosialisasi dan kampanye TKI legal langsung kepada masyarakat pun dilakukan BNP2TKI lewat media kesenian tradisional di lokasi basis TKI. Dengan menggunakan media seni tradisional diharapkan pesan-pesan agar masyarakat yang ingin bekerja di luar negeri, dapat menjadi TKI legal, prosedural serta resmi tercatat di pemerintah akan lebih mudah diserap dan dicerna. Jakarta - Daftar 40 orang terkaya Indonesia cukup beragam mulai dari
pengusaha batubara, rokok, sawit, alat berat, media hingga ritel.
Setidaknya ada 3 pemilik media yang masuk dalam daftar yang disusun majalah
Forbes tersebut.

Namun tiga pengusaha media itu tidak seluruhnya mendasarkan kekayaannya
dari media semata, sebagian sudah mendiversifikasi usahanya. Total kekayaan
dari 3 pengusaha media yang masuk dalam daftar tersebut mencapai US$ 4,18
miliar atau sekitar Rp 37,62 triliun. Sementara total kekayaan dari 40
orang yang masuk dalam daftar tersebut mencapai US$ 85,1 miliar, naik 19%
dibandingkan tahun 2010.

Ketiga pengusaha media yang masuk dalam daftar 40 orang terkaya Indonesia,
seperti dikutip dari situs Forbes, Kamis (24/11/2011) itu adalah:

1. Chairul Tanjung : US$ 2,1 miliar

Chairul Tanjung, pemilik Para Grup yang bertransformasi menjadi CT Corp itu
memiliki kekayaan yang ditaksir sebesar US$ 2,1 miliar atau sekitar Rp 19
triliun pada tahun 2011. Kekayaan Chairul Tanjung melesat dibandingkan
kekayaannya di tahun 2010 yang menurut Forbes sebesar US$ 1,25 miliar.

Dengan tambahan kekayaan sekitar US$ 900 juta dalam setahun, posisi Chairul
Tanjung dalam daftar itu naik dari 18 di tahun 2010 menjadi posisi 11 pada
tahun 2011. Menurut Forbes, pria berusia 49 tahun itu mendapatkan
kekayaannya terbesar dari media holding yakni Trans TV dan Trans 7 serta
kepemilikan di Bank Mega.

2. Hary Tanoesoedibjo : US$ 1,190 miliar

Pemilik MNC Grup itu berada di posisi ke-22 dalam daftar orang terkaya
tahun 2011 dengan nilai kekayaan ditaksir sebesar US$ 1,19 miliar atau
sekitar Rp 10,7 triliun. Nilai kekayaan Hary Tanoe itu juga meningkat pesat
dari US$ 595 juta di tahun 2010. Tambahan kekayaan sekitar US$ 595 juta
dalam setahun itu langsung mendongkrak posisi Hary dari posisi 33 di tahun
2010 menjadi 22 di tahun 2011

Sukses menggawangi MNC dengan televisi RCTI, Global TV, MNC TV serta Harian
Seputar Indonesia, Hary Tanoe mulai merambah politik dengan bergabung
partai Nasional Demokrat (Nasdem).

Pria berusia 46 tahun itu bisnisnya melebar, setelah sukses di media, kini
mulai merambah bisnis batubara melalui anak usahanya PT Bhakti Coal
Resources (BCR) . Ia juga sedang mempersiapkan provider satelit direct
broadcast, PT MNC Sky Vsion di awal tahun 2012.

3. Aburizal Bakrie : US$ 890 juta

Aburizal Bakrie berada di posisi ke-30 dalam daftar tersebut dengan nilai
kekayaan US$ 890 juta. Selama setahun, nilai kekayaan Aburizal merosot
drastis hingga US$ 1,2 miliar atau sekitar 57% dibandingkan kekayaan Ical
pada tahun 2010. Dalam daftar orang terkaya versi Forbes tahun 2010, Ical
berada di posisi 10 dengan kekayaan US$ 2,1 miliar.

Merosotnya nilai kekayaan Ical terutama disebabkan karena harus melepas
setengah dari kepemilikannya di perusahaan batubara, PT Bumi Resources Tbk
untuk membayar utangnya. Ical, 65 tahun yang merupakan Ketua Umum Partai
Golkar hampir tak lagi mengurus langsung bisnisnya. Bakrie Grup sehari-hari
diurus oleh adiknya, Nirwan Bakrie.

Bisnis Bakrie Grup cukup menggurita. Selain bisnis batubara, Bakrie juga
memiliki bisnis media yang cukup berpengaruh yakni TVOne, AnTV dan situs
berita Vivanews yang tergabung dalam Visi Media Asia (VIVA) yang baru saja
go public, melantai di bursa pada Senin, 21 November.

Secara lengkap, inilah daftar 40 orang terkaya di Indonesia versi majalah
Forbes:
